Mr. Gönül completed his master’s degree in public administration and local authority programme  at the University of Southern California after graduating from Ankara University Public Administration Department with a first rank degree in district governorship. During this period of time, he had been working as an analyst for Public Administration Institute for Turkey and Middle East (PAITME/TODAI).

Mr. Gönül has had many important duties and responsibilities, during a career of about forty years, such as Governor, Department Chief, Civil Inspector, Secretary General of Turkish Domestic Affairs, General Personnel Manager, Governor of Kocaeli City, Chief Police Constable, Government Emissary for Press and Advertisement Agency, Governor of Ankara City, Head Governor, Founder Member of Council of Higher Education, Governor of Izmir City, Assistant Secretary of Domestic Affairs, Head of Advisory Board of Heavy Manufacturing Industry, Head of Court of Accounts, Head of Union for Court of Accounts of ECO Member Countries, Deputy Chairman of Turkish Grand National Assembly,  Founder Chairman of Elections of Justice and Development Party,  Minister of National Defence (2002-2011), Member of NATO Parliamentary Assembly, Deputy of Kocaeli and Antalya Cities.

Mr. Gönül is married with three children.
