Hikmet Cetin completed his primary education in Lice and secondary education in Ankara. After graduating from Ankara University, Faculty of Political Sciences, Department of Economics and Finance in 1960, he started to work as an Assistant Specialist at DPT (State Planning Organization SPO). While he was working at DPT (State Planning Organization SPO), he was sent to many countries, including the USA, to conduct investigations. He completed his master’s degree in Development Economics in the USA.
He researched Planning Models at California Stanford University in 1968. After completing his military service in 1970, he worked as the Head of the Department of Economic Planning at DPT (SPO) until 1977. He worked as a part-time lecturer at METU for a while. He entered the parliament from the CHP as an Istanbul Deputy in the 1977 general elections and served as the Minister and Deputy Prime Minister between 1978 and 1979.
He was re-elected to the Parliament from the SHP in the general elections held on November 29, 1987, and held many senior positions in the Party, including the deputy chairman of the parliamentary group and the general secretary. In the general elections held on 20 October 1990, he was elected as a Member of Parliament for the third time and entered the Parliament as a Gaziantep Deputy.
He was appointed as the Minister of Foreign Affairs in the coalition government formed under the presidency of Süleyman Demirel on November 20, 1991. He maintained this position in the second DYP-SHP coalition government established by Tansu Çiller in June 1993.
He resigned from his position as Foreign Minister on 27 July 1994.
In January 2004, he assumed the post of NATO’s Senior Civilian Representative in Afghanistan. He completed this task in August 2006.
