He was graduated from Department of Public Administration at Ankara University Political Sciences. He received his BA from Department of Public Administration at Gazi University Institution of Social Sciences and PhD from Department of Business Administration at \u00c7ukurova University Institution of Social Sciences. He served as Kaimakam in Pozant\u0131, \u0130scehisar, \u00c7amoluk, Solhan, G\u00f6lyaka, \u0130mamo\u011flu, K\u0131z\u0131ltepe and Elbistan. He published introductory books of towns in which he served. He published papers about topics such as \u201cAfet Y\u00f6netimi\u201d, \u201c\u00dcretim ve Kalk\u0131nma\u201d, \u201cPerformans Denetimi\u201d, \u201cY\u00f6netim ve Kontrol\u201d etc. He gave lectures about law, environment, administration and urbanization in universities. He started to work as Tokat Governor in 2007 and elected as \u201cGovernor of the Year\u201d in 2008. \u201cTokat \u00dcretiyor Project\u201d was awarded in Public Project Category in our country.
