He was born in 1949, in Adapazarı. He graduated from the Faculty of Law at Ankara University. He worked as a lawyer for some time. He began to work for the Ministry of Foreign Affairs in 1978. He has served in Saudi Arabia, Netherlands, Germany and USA. He also served as consul general in Azerbaijan, Austria and Australia and as ambassador in Ghana. He was the recipient of Honorary Doctorate of the Private University of Nakhchivan, Commander of the National Order of the Republic of Benin and “The Social Harmony in the Public Services Award 2010” of the Australian Intercultural Society.  He is the permanent representative of Organization of Islamic Cooperation (OIC). He is married with two children.
